The meeting was called to order at 10:05 A.M. by Mayor Lula Davis-Holmes in the Helen Kawagoe Council Chambers, Carson City Hall, located at 701 E. Carson Street, Carson, California 90745.

Mayor Pro Tempore Hicks, Sr. announced Black History Program, Friday, February 27, 2026, at 6:00 P.M., Carson Community Center.

At the request of City Attorney Sunny Soltani, City Manager Roberts, Jr. noted Council Member Hilton is participating and has participated remotely pursuant to the Brown Act Teleconferencing provisions. The Counsel determined that the requirements for remote participation had been satisfied. Council Member Hilton has confirmed for the record that he was participating as we just saw from a private location and no unauthorized persons were present or able to hear or observe the Closed Session discussions as stated.

Mayor Davis-Holmes announced the State of the City, March 19, 2026. Registration is open for Carson residents and business community and a flyer is available. She provided last year's program to the City Manager and requested to be similar for this year. She would like to meet with staff to update the City historical booklet and requested staff to make more copies of the current one available for the residents. City Manager Roberts, Jr. stated that the historical booklet will be updated for the City's 60th anniversary. Mayor Davis-Holmes noted to start planning for the City's 60th anniversary.
